The request is classified: what kind of work it is, how much context it needs, and how costly a wrong answer would be.

Each product has a floor it will never drop below and work it refuses outright. Fire will not touch a migration, whatever it is asked.

Only families that passed verification, are within budget and are behaving well today are eligible. Recent failures lower a family's standing automatically.
Step 4
A failure climbs to an independent family rather than retrying itself, and heavier work is reviewed by a different family than the one that wrote it.
